Mudavadi calls for patience over claims on missing funds

It is still too early to tell whether there has been any fraud in the use of the funds allocated to the Kazi Kwa Vijana programme, Deputy Prime Minister Musalia Mudavadi said on Wednesday.
Mr Mudavadi told Parliament the report by the World Bank would have to be validated over the next two or three weeks, upon which a final one will be produced and any unclear issues resolved.
Mr Mudavadi presented the statement on the controversial programme to an agitated House, with Prime Minister Raila Odinga said to be abroad on official business.
“There are still some 14 items that have to be checked and we can then verify whether the money has been misappropriated as alleged,” Mr Mudavadi said.
He said the pending issues were raised in relation to the spending of Sh33 million identified as potentially ineligible for re-imbursement from the World Bank funds for the project.
The 14 items include payments of top-up allowance to a member of staff, meal and commuter allowances , allowances to participants at a National Youth Conference and to youth interns, fuel and travel costs.
Some of the documents he presented to back his statements were found to be inadmissible as they had neither the letterhead of the World Bank nor a signature.
Mr Mudavadi said the second phase of the programme would be implemented but with fewer ministries, as it had been difficult to supervise its implementation in the first phase.
